R4B is a trial-use standard, and won't be submitted to ANSI as a normative standard, so R4B is not considered a normative specification, but HL7 has still treated these portions as normative and no breaking changes have been made in R4B.

This ANSI Normative Standard contains the Conformance parts of the FHIR specification - the terminology infrastructure and the base resources that define FHIR implementations and that represent how the specification, and conformance to it, is defined.
