Definition

The minimum number of characters that must be present in the simple data type to be considered a "valid" instance.

Comment :

For base64binary, reflects the number of characters representing the encoded data, not the number of bytes of the binary data. For questionnaires, see additional guidance and examples in the SDC implementation guide .
